Reliable, timely and accessible data and evidence are essential for understanding how displacement affect children and their families and for putting in place policies and programs to meet their needs. Currently there is insufficient data about children on the move in particular those displaced by conflict and violence: Around 2 out of 5 countries hosting refugee populations do not have data disaggregated by age as do 4 out of 5 countries with conflict related internal displacement. The prevalence of these data gaps is alarming because evidence simultaneously suggests that children are more vulnerable than adults.

The Data and Analytics section is seeking a consultant to support a joint project with UNHCR to develop a new methodology for estimating child refugee populations for countries and regions with insufficient age disaggregation. In addition, the consultant will analyze migration and displacement data for a set of child related indicators linked to SDG, the Global Compact on Migration (GCM) and the Global Compat on Refugees (GCR) which is currently developed as part of the joint UNICEF-UNHCR Blueprint work and in cooperation with the International Data Alliance for Children on the Move (IDAC). The consultant will also be responsible for maintaining and expanding various existing databases and dashboards (including Migration and Displacement Country Profiles; COVID-19 measurements and affected populations).

How can you make a difference?

On the estimation method for child refugee populations the consultant will work in close cooperation with the UNICEF supervisor and the counterpart at UNHCR. The consultant is expected to prepare detailed descriptive statistics of the available country level age disaggregated data on refugee and other displaced populations (in particular asylum seekers). The consultant will also provide support in developing the statistical model for estimating child refugee data as needed.

The consultant will support the work on identifying relevant indicators for children on the move. The work will include a detailed analysis of the related frameworks (such as the SDG Agenda and the Global Compacts on Migration and Refugees) and a mapping of related work done by different agencies and working groups for general migrant and displaced populations. The consultant will be responsible for researching data availability, analyzing data and identifying data gaps for the selected indicators for children on the move.

The Data and Analytics section is hosting a number thematic webpages and dashboard related to children on the move. The consultant will be responsible for updating relevant website content (including dashboards and country profiles) including pages on data.unicef.org and generating other relevant materials.

For this consultancy high proficiency levels in R, R shiny and advanced statistical methods are required.

This will include:

  • Drafting analysis of country-specific demographic descriptive statistics by country of origin and asylum region of displaced populations.
  • Drafting of final analysis of estimated refugee (and other displaced) populations including detailed comparison with alternative methodologies.
  • Technical reporting including country, regional and global tables of indicators relevant to children on them move

Total duration of consultancy is 120 working days

To qualify as an advocate for every child you will have…

  • Minimum Bachelor’s Degree or equivalent in Information Technologies, Statistics, Demography, or any other related technical field with special expertise in data management.
  • At least 8 years’ experience in data processing for household surveys;
  • Must be familiar with the data processing approach of both MICS and Demographic and Health Surveys (DHS);
  • Experience working in developing countries;
  • Excellent communication and interpersonal skills.
  • Knowledge of the CSPro;Knowledge of the SPSS;
  • Fluency in English.

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials.
  • Financial proposal that will include:
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
