Purpose of the role

To monitor and analyse policy developments in the EU Institutions that could impact on the interests of the EU petroleum refining and marketing industry and propose / help to develop advocacy strategies and plans.

The role also involves carrying out advocacy towards the EU institutions, coordinate the work of member companies on specific policy issues, internal reporting and communications.

Who are we?

The European Petroleum Refiners Association (based in Brussels) currently represents the interests of 40 companies operating refineries in the EU. Members account for almost 100% of EU petroleum refining capacity and more than 75% of EU motor fuel retail sales. The Association comprises two divisions:

  • FuelsEurope, the advocacy division of the  European Petroleum Refiners Association , represents the industry with the EU Institutions, and aims to promote economically and environmentally sustainable refining, supply and use of petroleum products in the EU, by providing input and expert advice to the EU Institutions, Member State Governments and the wider community, thus contributing in a constructive and pro-active way to the development and implementation of EU policies and regulations.
  • Concawe whose mission is to conduct research programmes to provide impartial scientific information in order to:
    • Improve scientific understanding of the environmental health, safety and economic performance aspects of both petroleum refining and the distribution and sustainable use of refined products; Assist the development of cost-effective policies and legislation by EU institutions and Member States; Allow informed decision making and cost-effective legislative compliance by Association members.

What do we expect from you?

General responsibilities

  • Monitor and analyse EU policy and legislative proposals potentially relevant to the EU petroleum refining and marketing industry in one or more policy areas.
  • Develop and maintain a contact network in the EU institutions.
  • Develop and maintain knowledge of the policy and legislative procedures in the EU Institutions.
  • Coordinate the contributions and views of Member Companies and develop proposals for advocacy positions and strategies
  • Develop, represent and advocate the position of FuelsEurope, related to the assigned portfolio, to the EU Institutions and other stakeholders
  • Cooperate with the Advocacy and with Communication Team
  • Manage a network of internal and external key stakeholders, necessary for effective advocacy

What is your professional profile?

•            Education & Experience:

–             University graduate with strong interest in politics, institutional affairs.

–             2 years or more working experience, including exposure to EU Institutions, with good knowledge of the EU institutional procedures

–             Good ability to analyse, summarise and pick out essential elements of texts, sometimes containing technical elements.

–             Fluent in English and possibly one other EU language

–             Experience of trade association and/or the energy sector will be an advantage

•            Skills & Competencies

–             Excellent communication skills, both written and oral.

–             Strong interpersonal and networking skills and the ability to influence others through these.

–             Team player with good cultural sensitivity

–             Ability to build and maintain network of contacts

–             Positive mindset and integrity

–             Good flexibility and the ability to work independently
