Monitoring, evaluation, and learning director | Cote d’Ivoire | 2020

Chemonics seeks a monitoring, evaluation, and learning (MEL) director for the anticipated five-year USAID/Cote d’Ivoire malaria prevention and control opportunity, which will aim to strengthen malaria diagnosis and treatment (clinical and community), distribution and promotion of use of long-lasting insecticide-treated nets (LLINs), and health behavior change interventions in 40 districts in the eastern part of the country. The MEL director will be responsible for all MEL activities on the project, including data collection and monitoring of project performance. This position is for a five-year program anticipated to begin in 2021. It is expected that this position will be primarily based in Abidjan, Cote d’Ivoire. Responsibilities include:

• Leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets and to monitor achievement of anticipated outcomes and impacts
• Lead process of data collection, data quality, and data analysis to make timely recommendations on strategies continuous quality improvement
• Create an environment across projects-supported districts that encourages timely data inputs into national health information systems and usage of data for decision making at the community, district, regional, and national level to include patient management, commodities, and laboratory data
• Monitor sub-national project performance to enhance case finding and management approaches and analyze and target community-level behaviors
• Analyze performance data to course correct and implement program changes
• Use surveillance data to inform and tailor programming of activities to achieve epidemic control for all genders, ages, and risk groups
• Lead effective remote data collection and monitoring strategies for hard to reach or inaccessible locations
• Guide the reporting processes amongst technical staff, consolidate program reports, promote learning and knowledge sharing of best practices and lessons learned
• Support all the technical staff in MEL functions and supervise MEL-related program staff

Qualifications:

• Master’s degree in epidemiology, public health, demography, biostatistics, or a comparable advanced degree in a related field; knowledge of and experience with malaria preferred
• Minimum of seven years of experience designing and implementing monitoring and evaluation activities for public health programs in developing countries; experience in Africa and particularly West Africa preferred
• A firm command of the monitoring and evaluations issues with respect to improvements in quality integrated service and support programs
• In-depth knowledge of and experience in United States Government reporting requirements; experience with President’s Malaria Initiative (PMI) reporting preferred
• Proven experience analyzing public health data and applying information to improve project implementation across wide range of activities
• Demonstrated leadership, versatility, and integrity
• Excellent oral and written French and English communication skills
