Background Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works on the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women has been working in Indonesia since 2005 (as UNIFEM until 2010). Current programmes are closely aligned with national priorities, focusing on three thematic areas: ending violence against women, women’s economic empowerment and women, peace and security which includes women’s political participation and humanitarian action. UN Women provides technical assistant to help strengthen national women’s machinery and works with different partners to promote lasting institutional and behavioral change at all levels. On women’s political leadership and participation, UN Women recognises the important role of women parliamentarians and their engagement to galvanize strategic partnerships across political parties to promote gender equality and empowerment of women and girls in policy decision making processes in Indonesia. Despite the progress, there is still disconnection between women’s representation in the policy decision making process and the advancement of gender equality and women’s empowerment in Indonesia. In reality, women continue to face a number of obstacles and discrimination to participate and lead at the national and subnational levels, resulting in unequal representation of women, particularly on substantive issues. A research conducted by the Inter-Parliamentary Union (IPU) shows the multiple obstacles to women’s participation in parliament. These include deeply rooted social norms that tend to confine women to the private sphere, challenges in balancing private/family and public/political life, in navigating in a male-dominated political arena, in getting support from the political parties and in raising funds for campaigning. It is then necessary to take action to widen the space for women’s participation in the parliament as well as to empower women parliamentarians to perform a stronger leadership role policy decision-making and continue to ensure that the parliament as a whole considers all of its policies and process from a gender perspective and to ensure a stronger connection between policy change and implementation necessarily to advance substantive equality, including gender equality in Indonesia. In light of this, UN Women is currently seeking the services of an experienced consultant to support the development of a concept note, consisting of: a) context analysis through a needs assessment; b) strategies to support women parliamentarians particularly the women’s caucus in the national parliament of Indonesia, as well as the potential women candidates to connect with network of women parliamentarian and increase a number of female representations on substantive issues of gender equality. c) work plan and areas of engagement to support the women parliamentarians in performing their functions and to improve their technical and leadership skills to participate in decision-making processes related to the protection of the rights of women and girls. Working closely with the Programme Coordination Specialist and under the day-to-day supervision of the Head of the Programmes, the consultant is expected to carry out the tasks listed in the Terms of Reference. |

Duties and Responsibilities Under the overall guidance and supervision of the Head of Programme, the consultant will work closely with the Programme Coordination Specialist to develop a Concept note consisting of the Strategies that are in line with key gender equality and women’s empowerment commitments of Indonesia, such as Sustainable Development Goals (SDGs), Beijing Declaration and Platform of Action (BPfA), UN Convention on Elimination of All Forms of Discriminations against Women (CEDAW), UN Security Council Resolutions on Women, Peace and Security (WPS), with following scope of work:
Note: Consultant will be responsible for the organization of consultation forums with close coordination with UN Women. This includes drafting of ToRs, invitation, selection of resource persons, participant, etc. UN Women Indonesia will be providing logistical and financial support for the approved costs.
Key Expected Deliverables and Timelines
The individual consultant is expected to develop a concept note based on context analysis, stakeholders’ consultations, and with inputs from UN Women Indonesia. The concept note at least should include the following:
Duration of the Assignment and Duty Station The consultant is expected to be based in UN Women Indonesia Office in Jakarta, Indonesia with possibility of working from home. Duration of assignment is expected to start from 15 June 2021 to 30 September 2021 (3 months). The consultant may be required to travel on mission as assigned by hiring unit. |

Applications will be evaluated based on the cumulative analysis.
A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
