Regional Control Tower Planner | Burkina Faso | 2021

The Global Health Supply Chain-Technical Assistance (GHSC-TA) Francophone TO is seeking a Regional Control Tower Planner (CTP) to support the Global Family Planning Visibility & Analytics Network (GFPVAN) implementation in the West Africa Region. The GFPVAN supports cost-effective delivery of family planning products to developing countries by allowing supply chain professionals to make coordinated supply and planning decisions based on shared visibility into a common set of data. The Regional Control Tower Planner (CTP) will serve as the functional link between the Country Program Liaisons in select countries in West Africa and regional- and global-level donors, and procurers in the Control Tower to help balance demand for family planning products and supply. S/he will work with Country Program Liaison(s) (CPL) on a routine basis to ensure that all required inventory and supply plan data is uploaded on-time, is complete, and meets defined quality standards; to identify risks for supply imbalances and, when an exception is identified; and to determine the requested action from the procurers/donors to mitigate the risk of stockouts, shortages, and overstocks. The CTP will also work closely with the Regional Policy and Governance Lead (RPG) for the GFPVAN to build awareness and to engage regional actors to the GFPVAN.

Responsibilities and Duties

• Oversees the submission of monthly inventory data and quarterly supply plans by the Country Program Liaison for assigned countries;
• Reviews data that has been uploaded to determine if there are quality issues/questions that need to be addressed before the data can be used for decision-making;
• Collaborates with the CPL to review supply exceptions flagged by the GFPVAN data visibility platform and to determine the appropriate action to request of donors/procurers to avoid stockouts, shortages, and overstocks for at least the next 12 months;
• Supports CPL in using the GFPVAN platform for supply plan scenario building and other analytics;
• Serves as the West Africa regional GFPVAN Master Trainer, overseeing the training and support of other Master Trainers, and the roll-out and quality of all GFPVAN trainings;
• Supports key advocates in the West Africa region to navigate the GFPVAN and identifies areas for capacity development;
• Works closely with the governance consultant to promote, engage and build awareness for the GFPVAN in West Africa and in the country identified for onboarding to the GFPVAN;
• Supports governance consultant to guide regional stakeholders to evaluate country readiness and capacity to onboard to the GFPVAN using previous country selection database prepared and analyzed by RHSC and USAID;

Qualifications and Required Experience

• At least one year of experience in forecasting and/or supply planning for pharmaceuticals, preferably family planning
• Minimum of 2 years of experience in pharmaceutical supply chain management
• Bachelor’s degree in public health, statistics, or related area
• Experience in software training and/or digital change management is an asset
• Experience with providing virtual trainings is an asset
• Experience working with global donors/procurers and demonstrated understanding of their procurement practices, specifically UNFPA and USAID
• Strong MS Office skills and data visualization skills (Excel, Power BI, Tableau)
• Demonstrated ability to work efficiently as part of a team, including with remote team members
• Demonstrated ability to work effectively across multiple partners, including donors, technical partners, and country partners
• Excellent oral and written communication ability; able to communicate and document complex processes in a clear and concise manner
• Able to thrive in ambiguity and understand how to take one step at a time to work through complex problems
• Fluency in French and good working knowledge of English
• Able to engage in domestic and international travel estimated at 20%.
