Overview of CTG:

Background:

  • During the last decade, Somalia, which has been recovering from civil conflict & political instability, was hit twice by severe droughts, once in 2011 & the other in late 2016. According to a poverty & vulnerability analysis in Somalia’s 9th NDP, poverty is pervasive (or widespread), with the daily income of an average poor Somali being only 71% of the international poverty line of $1.90. Such extreme poverty represents great vulnerability among the majority of Somalis to recurrent shocks such as droughts, floods, displacement, poor health, loss of income or assets.
  • In October 2017, WB, EU & the UN led by MOPIED initiated an assessment of the drought. Within a timeframe of 3 months, the Drought Impact and Needs Assessment (DINA) was conducted. DINA was launched in January 2018 & is a comprehensive assessment of the damages, losses & the needs for recovery that Somalia needs in the medium term. Translating the DINA findings into action, in late 2018, the GOS developed a RRF.
  • The purpose of the RRF is to enable & inform the GOS & international partners programming & financing responses to the needs identified in the DINA. In doing so, the RRF which is scheduled over a 3 – 5 year timeframe, will build on ongoing humanitarian efforts & align with the national development planning process, thereby helping to set Somalia on a trajectory towards the achievement of the SDGs. It establishes a collective vision & strategy for enabling recovery & resilience building by breaking the vicious cycle of vulnerability & humanitarian crises. Using evidence based analysis & a bottom up consensus building methodology, it identifies recovery & resilience building priorities & proposes a financing approach & institutional arrangements by which these can be acted on by the GOS & its international partners.
  • The RRF priorities & strategies have been mainstreamed into the 9th NDP as policy imperatives that cut across the 4 pillars. This allows national institutions & resilience stakeholders to build consensus around approaches & interventions, which subsequently inform the core principles of resilience.
  • The guiding principles of the RRF include ensuring short to medium term institutional capacity building to efficiently implement, monitor & evaluate both large scale investments in key sectors & small scale investments on the community level in a sustainable manner. As a multi sectoral issue, resilience building requires enhanced collaboration between stakeholders. The establishment of a Resilience Technical Secretariat addresses this requirement by enhancing institutional stakeholders’ capacity at the federal & member states levels & is critical to ensuring harmonization amongst the multisectoral stakeholders in the resilience sphere.

Objective:

  • A key aim of the Resilience Technical Secretariat (RTS) is to act as a coordination platform to coordinate & oversee the implementation of resilience programming both national & subnational levels. In this regard, it will also assist the 9th NDP PWGs, in particular the social development PWG, SDRF steering committee & NDC to provide strategic leadership in order to ensure that govt. & the partner programming is both aligned with the country’s NDP-9, recovery & resilience challenges & needs. In addition, the RTS will advise the govt. & implementing agencies on resilience programming in Somalia using the existing national frameworks.

Purpose of the position:

  • The Resilience Secretariat Lead (RSL) will support the effective coordination & coherence of resilience activities, promote alignment of resilience priorities in key national strategy forums & ensure improved alignment of financing to govt. resilience priorities as laid out in the RRF. At federal & subnational levels, the RSL will promote awareness & common understanding of resilience concepts, alignment with the 9th NDP with RRF actors & effective geographic targeting. The RSL will provide technical support to FMS by overseeing the FMS Resilience Focal Points & M&E Specialist to establish & ensure alignment for planning, coordination & sensitization.

Scope of work:

The RTS Lead under the oversight of the MOPIED, will perform the following tasks:

Manage & coordinate the operations of the RTS:

  • Convene quarterly meetings (or as needed by the Chairperson), development & circulation of meeting agendas, minutes in accordance with the RTS TOR.
  • Lead the coordination of the inter ministerial dialogue on the recovery & resilience matters.
  • Oversee the development of a robust M&E framework in consultation with the Secretariat Chair, M&E Specialist, FMS FPs & other stakeholders.
  • Supervise the M&E Specialist to develop outputs, outcomes & impact level indicators for secretariat progress monitoring.

Provide strategic leadership on resilience to the 9th NDP & the RRF:

  • Serve as lead resilience focal point & technical expert for the social development group, SDRF, NDC processes.
  • Participate in SDRF, NDC, PWG forums & advocate on resilience priorities.
  • Analyze PWG, SDRF & NDC strategies, identify RRF mainstreaming opportunities & promote to PWG, SDRF & NDC.
  • Ensure that emerging recovery & resilience priorities are considered & progress overseen by the NDC & bottlenecks to progress are acted upon by the govt.

Represent the federal at member state level coordination & planning forums by:

  • Supervise the FMS resilience focal points & spearhead the uptake and roll out by FGS & FMS planning ministries & MDA’s of the RRF.
  • Support the member states to plan RRF assessment / planning & prioritization processes.
  • Promote awareness of DINA / RRF & forward looking common resilience concepts with line ministries, district authorities, communities & resilience partners.

Provide knowledge management for the Secretariat:

  • Prepare monthly, quarterly & annual reports of the Secretariat.
  • Compile & collate the reports submitted by the FMS focal points.
  • Periodically update MOPIED management about the resilience projects in the aid IMS.
  • Organize learning events at both FGS & FMS levels.

Perform any other duties assigned by the Director of Planning & Economic Development.

Project reporting:

  • The RTS Lead will work under the oversight of the MOPIED.

Team management:

  • This role has no team management responsibility.

Geographical experience:

  • Minimum of 8 year of experience in Africa (essential).

Key competencies:

  • Master’s Degree in International Relations, Development Studies, Public Administration, Project Management, Economics, Business Administration or related fields or Bachelor’s Degree with 8+ years of experience will be considered in lieu of Master’s Degree.
  • Demonstrable knowledge of & experience with the Somalia DINA is a requirement.
  • 8 years of experience in planning, project management, coordination of programs in post conflict areas & other relevant fields.
  • Experience in the following thematic areas, NDP of Somalia, DRR, strategic planning in post conflict countries.
  • Knowledge of the context, social, economic & political environment of Somalia.
  • Proven networking & coordination experience.
  • Proficiency in Somali & English is critical (written & oral).
  • Ability to think critically & strategically in difficult conditions to diplomatically challenge the status quo & encourage shared ownership of outcomes.
  • Commitment to ensuring that knowledge transfer & capacity building is central in the work.
  • Excellent interpersonal communication, relationship building & networking skills.
  • Ability to work under pressure & meet tight deadlines in a conflict environment.
