The Humanitarian Response Department (HRD) provides leadership and support to CRS emergency programming. The HRD strengthens CRS’ impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engag
ement in global efforts to promote excellence and learning in humanitarian response. The HRD has technical staff that supports emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide.
This is a telecommuting role which involves providing both remote and in-country/on-site support to organizations in the Latin America & Caribbean region (on-site support / travel expected to be up to 50% of time). As such, candidates from / presently based in the Latin America & Caribbean region are preferred.

ide technical advice and support to a range of program design and implementation issues in Emergency Response programming, primarily in the Latin America and Caribbean Region, in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry bes
t
practices to Country Program (CP) teams and partner to advance the delivery of high-quality programming to the poor and vulnerable. Your advice, knowledge, and support will contribute to determining how effective, adaptive and innovative CRS’ Emergency Response programming is in Latin America and the Caribbean and across the globe.

Required Languages

  • Professional level in Spanish is required

  • French or Arabic is a plus

Travel – Travel is expected to be approximately 50% (i.e., six months of the year)
Knowledge, Skills and Abilities

  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings

  • Good strategic, analytical, problem-solving and systems thinking skills with capacity
    to s
    ee the big picture and ability to make sound judgment

  • Good verbal and written communication skills

  • Presentation, facilitation, training, mentoring, and coaching skills

  • Proactive, resourceful and results-oriented

Preferred Qualifications

  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Supervisory Responsibilities:

  • No supervisory responsibilities within the HRD

  • May be assigned temporary supervisory responsibilities during field deployments, as needed.

Basic Qualifications

  • Master’s Degree or equivalent experience in International Development or a related field.

  • Minimum of three years relevant work experience with progressive responsibilities, ideally with an i
    nterna
    tional NGO, with minimum of two years relevant field-based experience in Emergency Response programming.

  • Familiarity with humanitarian codes and principles (e.g., Sphere, Core Humanitarian Standards)

  • Knowledge of technical principles and concepts in Emergency Response.

  • General knowledge of other related disciplines to ensure proper cross-sectoral approach.

  • Experience in emergency project design and proposal development; knowledge of design requirements for major emergency donors (e.g., USAID, PRM, EU, DFiD, UN agencies).

  • Experience with emergency team leadership and project management.

  • Knowledge of capacity strengthening best practices.

  • Experience with emergency program monitoring and evaluation and analysis.

  • Experience in Information Management and the use of information and communication technology (ICT).

  • Experience and skills in networking and relations with donors, peer organizations,
    and fait
    h-based and civil society partners. Understanding of partnership principles.
