Background

Development of a Safeguarding Beneficiary Awareness Training Package.

Islamic Relief Worldwide (IRW) is committed to the international humanitarian commitments of ‘Leave No One Behind’ and the Core Humanitarian Standards drawing on our Gender Justice, Child Protection, Inclusivity and Conflict Sensitivity[1] experiences and policies[2]. IRW ensures its work has the greatest positive impact on the lives of all women, men, girls and boys of all ages and abilities whom we serve.

Funded by IR Canada, IRW is piloting a Project to embed sustainable safeguarding mechanisms in emergency contexts in five Country Offices (Afghanistan, Jordan, Somalia, Ethiopia and Kenya). The overarching guidance is embedded under protection mainstreaming principles. The Project started in September 2019 and will finish in August 2021. Each office is implementing safeguarding mechanisms in relation to internal systems (such as policies and programming) and capacity building with staff. In addition, country offices are working with beneficiaries to raise their awareness of safeguarding, prevention of sexual exploitation, abuse & harassment (PSEAH), and complaints mechanisms. The project is implemented by IRW Programme Quality Department with focal points in the five country offices.

Scope

The scope of this assignment is to develop a training package for IRW staff to use with beneficiaries to raise awareness on safeguarding & reporting, with particular attention to PSEAH. The training package should include:

  1. Training animated video for local communities to explain:

· What is safeguarding?

· Types of abuse including SEAH

· Outline who is abused & those at greater risk such as women & girls with disabilities

· The gendered nature of abuse & power differentials (also between staff & beneficiaries)

· The behaviour of humanitarian staff that beneficiaries should expect (referencing code of conduct & international regulations)

· How survivors are affected and respond; and the pressures on them

· The barriers survivors may face & how humanitarian staff should help overcome such barriers

· The available mechanisms for reporting & how to report concerns.

· Case studies of examples of reporting, with results of reports to show beneficiaries the worth of reporting. Case studies to illustrate intersectionality such as a refugee girl with disabilities or a widowed older woman looking after grandchildren or a teenage boy recruited as a child soldier.

  1. A PowerPoint presentation for staff.

  2. The PowerPoint presentation should be developed in such a way that it could be converted into web-based orientation that can be used to develop an orientation app.

  3. Relevant handouts to accompany the PowerPoint

  4. Practical resources that can be used to raise awareness such as posters, call cards and leaflets.

All training materials should appropriately reflect and reference IRW’s Safeguarding and other relevant policies, and be in a form that can be delivered online given the working context being imposed as a result of Covid 19.

Objectives

IRW is seeking a Consultant/Consultancy Company with a proven background in developing training materials/tools on safeguarding, child protection and prevention of sexual exploitation, abuse and harassment (SEAH). The objectives are to produce a training package that:

  • Islamic Relief staff & Community Champions can use to raise beneficiary awareness of safeguarding & reporting, with particular attention to sexual abuse, exploitation and harassment (SEAH), and inclusion, across IR’s global operations.

  • Ensures that the training tools are appropriate, inclusive and relevant, with consideration of contexts of countries IR operate in.

  • Ensures the training tools explain how beneficiaries of all ages and abilities can raise concerns and convey expected standards of behaviour of humanitarian staff with reference to relevant IRW policies, particularly its code of conduct and complaints handling policy.

  • Ensures the animated video and any training materials are accessible and easily understood by vulnerable communities including those with low literacy, learning & other disabilities.

  • Utilises imagery & language that is inclusive e.g. reflects people of different ethnicities and people with disabilities, is gender sensitive and inclusive of people with different needs such as older people and those with disabilities.

The training package should be a complete package with all associated materials and tools to meet the aim of raising beneficiary awareness.

Methodology

In supporting the development of the training package, we expect the Consultant/ Company to adopt a participatory and flexible approach including;

· Desk review of IRW documents and policies that are relevant to the training package development.

· Literature review of existing relevant minimum standards to ensure the deliverables meet minimum standards and additional supporting documents.

· Meetings and interviews with key staff in IRW HQ as required – with as minimum, a set up meeting, a review meeting and a final meeting.

· Consultation during production with relevant IRW staff to ensure that all materials and tools are fully approved by IRW, before they are finalized.

Project requirements

The successful bidder is expected to have:

· Significant experience in training module development in an international development context.

· Understanding, experience and knowledge of protection, safeguarding, SEAH, the gendered nature of abuse and effective responses.

· Proven experience in developing training tools & packages on safeguarding.

· Outstanding analytical skills.

· Excellent writing and communication skills

· Experience in design and illustrations

· Adaptable: ready to work with a range of approaches as best fits each of the programmes, countries and teams within the portfolio

· Experience of working with a culturally diverse client group

· Engaging: able to relate to a range of cultural backgrounds and able to build effective relationships

Reporting

The consultant will be expected to arrange;

· Initial meetings with core IRW staff

· Regular review meetings to discuss the development of training materials

· End meeting to finalise the package

Specific dates will be set once the tender timetable is finalised.

Deliverables

A complete training package including:

  • A training animated video for use with beneficiaries

  • A PowerPoint presentation for staff to use to train beneficiaries

  • Relevant handouts to accompany the PowerPoint

  • Practical resources such as posters, leaflets and call cards.

Project outputs

Islamic Relief will get a training package that can be used by IR staff, particularly in country offices, to raise awareness of beneficiaries around the issues of safeguarding. Particular attention will be paid to PSEAH and reporting of concerns.

Job Title: Consultant: Develop an educational programme

The Programmes Quality Team will provide support and guidance and ensure smooth communication with the 5 country offices via appropriate digital technology.

Proposal to tender and costing:

Consultants (single or teams) interested in carrying out this work must:

a) Submit a proposal/bid, including the following;

i. Detailed cover letter/proposal outlining a methodology and approach briefing note

ii. CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project

iii. Example(s) of relevant work

iv. The consultancy daily rate

v. Expenses policy of the tendering consultant. Incurred expenses will not be included but will be agreed in advance of any contract signed

vi. Be able to complete the project within the timeframe stated above

vii. Be able to demonstrate experience of similar work

Terms and conditions

Payment will be made in accordance with the deliverables and deadlines as follows:

· 40% of the total amount – First upfront payment

· 30% of the total amount – submission of the first draft of the evaluation report

· 30% of the total amount – submission of the final report including all outputs and attachments mentioned above**

We can be flexible with payment terms, invoices are normally paid on net payment terms of 28 days.

Additional information and conditions of contract

During the consultancy period,

IRW will only cover:

· Consultancy fees

· Any travel costs to visit IRW

IRW will not cover:

· Tax obligations as required by the country in which he/she will file income tax

· Any pre/post assignment medical costs. These should be covered by the consultant

· Medical and travel insurance arrangements and costs. These should be covered by the consultant

How to apply

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from September 2020 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Programme Quality Department.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted in accordance with the payment terms and will be paid on net payment terms of 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter and CV’s of all potential consultants including the project lead.

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.

During the Covid-19 crisis we are not expecting international travel to be possible so work will largely be remotely conducted.
