GENERAL OBJECTIVE:

Under the direct supervision of the Head of Mission, the Admin/Finance officer supports the mission in all areas of Finance, HR and Administration of SAMS offices and projects in Iraq.

RESPONSIBILITIES

· Perform proper accounting and financial closure according to SAMS regulations

· Maintain HR information and documentation management.

· Ensure that SAMS is in compliance with all administrative requirements

TASKS:

Accounting and Finance:

  • Ensuring that all transactions are supported by proper documentation as per SAMS financial and logistics rules and regulation and that proper authorization is obtained prior to releasing payment, as well as verifying all expenses and allocations.
  • Perform monthly data entry of transactions and accounting check with the support of the Finance Manager in HQ;
  • Complete monthly provisional closing using SAMS reporting platform.
  • Prepare the monthly accounting package for HQ;
  • Assist the Finance team in any financial related issue (rental contracts, car rental contracts, communication arrangements, etc.);
  • Editing and/or scanning vouchers and other documents of SAMS mission to submit to Erbil or to Headquarters;
  • Ensure that Income taxes are paid accordingly in KRG, assist in collecting and preparing data for GOI tax submission.
  • Hands on experience- data entry and generating reports from different financial software. SAMS will provide the necessary support and training on its customized software.

HR management

  • Validate salary information for accuracy.
  • Maintain and update HR files in collaboration with the Admin/HR Officer.
  • Ensure that all HR folders are complete and updated;
  • Ensure payments of salaries for the field team in collaboration with the HR Officer
  • Manage the dedicated administrative personnel
  • Maintain and update SAMS contact lists.
  • Work with the Admin/HR Officer in recruitment processes (job description, job vacancy, selection process);
  • Assists the Administrative coordinator in any HR related issues.

Compliance and Admin

  • Ensure proper level of information for SAMS regarding all Iraqi laws and regulation, and also ensure that SAMS is acting in compliance with all of them.
  • Ensure the link between SAMS and all institutional administration (Ministry of Finance, Ministry of Economy, Ministry of Interior) as per required by the Administrative Coordinator;
  • Assist Admin Coordinator in preparation of audits;
  • Ensure a proper level of soft and hard records for all SAMS documents (financial, accountancy, administrative, HR);
  • As per requested by Admin Manager, ensure SAMS administration representation in internal and/or external meetings;
  • Perform translation tasks as required.

· Perform all tasks of the HR Officer as necessary during his/her absence (residency procedure for expatriates, monitor stationery and office supplies needs, manage travel arrangement etc)

Qualifications & required Skills

· Relevant university degree in Finance/ administration or similar education;

· At least 3 years’ experience working in a similar position;

· Experience of managing and handling cash;

· Experience with using accounting software;

· Experience of working with Non-Governmental Organizations;

· Flexible approach to manage and prioritize a high workload and multiple tasks with tight deadlines;

· Confident & proficient in the use of MS Office, with advanced Excel proficiency

· Good social skills to establish strong working relationships with colleagues

· Due to the nature of the tasks to be performed, confidentiality is a requirement

· Strongly motivated by humanitarian work

· Energetic, positive, flexible and good team player

· Good communication skills

Employment conditions

  • This position is subject to donor’s approval of grant
  • Position based in KRI (with frequent travel between Erbil and Duhok and regular travel to the field)
  • 6 months contract
