Main purpose of job:

The Corporate Services Manager (CSM) is expected to play a full role as part of the British High Commission (BHC) leadership team. The BHC has close to 100 staff working for a variety of government departments. The CSM will report directly to the Deputy High Commissioner and have overall strategic responsibility for the day-to-day operational effectiveness of the High Commission, including Finance, Transport, Procurement, Protocol, as well as the chargeable cross-HMG services platform at Post (OneHMG).

A key part of the job will be to manage Post’s overall budget of £800,000; identifying areas for improvement and implementing change programmes through their team to achieve maximum efficiency.

While the role works closely with the regional hub in Manila the CSM is expected to exercise good judgment and make independent decisions to make HMG compliance guidelines ‘fit’ the local context without compromising quality or compliance.

The job holder will need to manage, give support and policy direction to the Corporate Services team as well as ensuring that Corporate Services works well with the regional hubs. The job holder will also need to make sure they are up to date with all guidance and communicate effectively any changes to ensure staff have the information they need.

The jobholder will play a significant role in ensuring health and safety and security compliance for the needs of over 20 UK-based staff and their families. This will involve working closely with our Facilities Management and Client Unit and an outsourced facilities management company.

Roles and responsibilities:

Corporate Leadership (30%) –Delivering a high-performing operational platform through the Corporate Services Team. Providing support and policy directions; as well as identifying areas for efficiencies and driving up performance and compliance. Participating in corporate and governance structures including Post Housing Board, Health & Safety and Security Committees, representing HMG’s operation and being accountable to both the Head of Post and One HMG board.

OneHMG Platform (25%) – Leading on delivery of the OneHMG platform at Post ensuring the MOU and Corporate Services Charter is running effectively and delivering a high-level of customer satisfaction for our Partners Across Government across different portfolios – work independently to solve problems as they arise within HMG guidance. Work with London to support the change-control process and ensure CS is adequately resourced.

Finance and Procurement (20%) – Monitoring financial and procurement compliance in the High Commission, identifying areas of risks and addressing them. Working with our Finance Manager to deliver accurate Post finances including budget, forecasting, business plans and actuals. Overseeing preparation of full year funding plan and working with business partners to bring the High Commission in on spend. Responsible for cash sign-office and audit compliance. To work with the Residence Manager to improve our income generation and examine supply chains for value for money.

HR (10%)– To ensure the recruitment, terms and conditions, pay and reward structure plus the working environment for staff is managed equally and fairly with support from Hubs in Manila and London. The jobholder is responsible for ensuring working practices are in line with best practice guidance set in London as well as compliant with local legal requirements. Work with the Security Manager to ensure the safety and integrity of all our staff, UK-based families and the overall estate including the Mission and Residence.

Transport, logistics, IT and Protocol (10%)– oversee the management of the different teams supporting various aspects of the needs of a diplomatic mission.   Support various aspects of diplomatic and regulatory documentation and approval of all regulatory documentation Work with all teams to analyse process, identify inefficiencies and drive increasing VFM. Work with wider Mission colleagues to ensure we are compliant with mandatory instructions.

Housing, Facilities Management & Health and Safety (5%) – Work with UK-based staff, FMCU, ISS, our Residence Manager and others to ensure excellent service delivery for all staff on our platform , and support the general wellbeing at Post.

Resources managed (staff and expenditure): 3 X B3 , 1 x A2 , and Counter Signing Officer for 2 x B3 and 1 x A2. Post budget management of around £800,000.

  • Excellent written and spoken English communication skills
  • Strong leadership credentials, with evidence of working across broad teams and inspire them to deliver high quality outcomes
  • Evidence of experience working in global organisations, with cross-cultural working, either in government, private or NGO sector
  • Evidence of financial and HR experience, where not supported by specific qualifications we would want clear examples of where they have learned and/or displayed those skills in their career
  • A quick study who can demonstrate creative approaches to problem solving, able to multi-task and work at pace using effective prioritisation
  • Resilient and able to deal with and resolve conflict.
  • Language: English (Both fluent in writing, reading and comprehension) and Bahasa Malaysia (desirable but not essential).
